Every year on July 02, the best of the international prospects will be available to be signed by any team. Rich, you want to verify in the league set up that the date that the International Amateur Free Agents appear is set properly, especially the right year.  In 2 leagues I am in the first time around the date was set a year into the future and had to be manually changed to the correct date.
