Here the league is keeping track of the yearly team budgets. To monitor changes and issues year to year. The plan is to monitor the budgets each season and adjust when needed by boosting to lower teams so they are not too far below the average and top teams.
There are technically no small market teams. We currently all have equal market sizes (7) and owner spending (7). This will also be monitored and corrected if changed by the game.
The factors between a high revenue team and low revenue team will be mostly winning. Gate revenue is effected by winning and popular players. Gate revenue means $$. Low revenues will lower your budgets over time and high revenues will increase it. The commish will monitor these budgets so they do not get out of hand again. Fan loyalty and fan interest will also play apart. Fan interest moves based on how well the team plays and the players who play on its team. The last factor are the merchandising and media revenue. Merchandising will increase and decrease based on the attendance. Media revenue is based on market size, fan loyalty, and fan interest.
So the best way to keep a financially strong team is to win, keep popular players, and keep the fans happy. If this can be maintained, I believe we all will have a level playing field.
